Trying to outline so I can make a cut path

I'm stumped.
I'm trying to add a rectangle onto a circle and then outline it and then cut it out but I can't seem to get it outlined.
Here's where I'm at right now I'd appreciate someone telling what I'm missing. I tried toggling non end point and got nowhere.
