Default Nominal or Actual Board Thickness?

When setting up a new project, and specifying board thickness, which is supposed to be used...nominal (1") or actual (0.75")?

Use actual... and if I am doing a cut out, I pull out the caliper, as tabs can be lost or it doesn't cut all the way through.

The hardwood I get from my lumber yard is 25/32 and if I leave the project at .75 it just misses cutting thru on a cutout. Tell him the real thickness.
