A quick build that allowed me to utilize some modeling techniques I recently learned. So a fun little build. Hopefully one of these will work for you. I made four patterns as part of the evolution.
Here are the first two. The first one is simple and clean. The second one made the boards non-parallel for a more natural aged appearance.
After seeing the picture some more I realized my pattern was missing some texture. So went back and added some wood grain (I hope it looks like wood grain anyway). That is pattern 3. Then by changing the deform modifier parameters I got the jagged ends making the fence look a little more raggedy. So that is the 4th pattern.
Hopefully one of the patterns will work for you. The 3d model is now in my library so very easy to tweak. I can add boards, change angles, resize literally in seconds.
