Can't rotate selection?

Working on a design - Have a part I created that I need to carve 3 times, one of them at a 90 degree angle to the other three. Then they get glued together for strength. For some reason, Designer won't let me rotate my shape. Any ideas why?

You can not rotate a vector like that. Make it a carved out region and make that a pattern. Place that pattern where you want it, rotating as needed, then outline the pattern(s). delete the pattern(s) leaving the outline.
