A vector carving of this would only give the major outlines. I would scan it and carve it as a raster carve and clean up the lines with a rotary tool.
The way I would do it is to make it a pattern by importing it as a image. Then put it on a 14 inch board and using the tracing tools or Line Tools trace over the picture pattern. You use the line and curve line and connect line to do it. That will give you the Vector Cuts or lines. BUT it looks more like a Raster Cut with rolled over top edges.
If I guess correct one of the many pattern makers will have a pattern or mpc posted within the hour.
