Default Not sure where this fits in on the forum

I just got this message from a newbie
"Trying to get on the forum, but do not have access. Waiting for permission. Is there a way to speed this up?"
I'm not sure what to tell him, I did not know that permission was required to get on the forum.
Could some one clairify this for me, so I can help him out. He is very instrested in using the forum.

I have often wondered why it is that

Tell me his user name and I'll move him to registered status. Usually takes 24 hours.
