You could make a heightmap for the dog and then sharpen up the photo and make it into a selection and then darken up the heightmap using the sharpened fur selection like below. I still don't think that it would make a good 3D carve though. The carving bit can only give you so much detail. And the colors would have to be added to the finished product to really add the extra something to make it look good.
