Pattern Too Big?

I tried to import this photo of a friend's tractor into Designer. He'd like it put on a house sign. But when I try to import it, it says it's too big??? What does that mean? Too much detail or that the pixel size is too big and I need to re-size the photo?
I haven't run into this particular problem before.
