We looked at the problem. The flipping problem is a limitation of our current constraint engine. The constraint engine does a number of things but in this case, it is mainly keeping the arc centers...
We were hoping to have it out this week, but we have a few more bugs we are trying to squash. So it will probably be early next week.
We should have a fix for this bug in 1.164. It is basically a result of having an inset that cancels out the cutout offset. If the inset were 0.048 instead of 0.063 it would work.
It was a great help. I believe we have this problem resolved as well.
We hope to have 1.164 out next week.

We've fixed your issue, it was actually a bug in all versions >= 1.160. The fix will be in 1.164.
We just tested this on version 1.161 and it worked on our computer.
