Cut paths are always performed last, after everything else is finished. If you use the Cut Path tool for the outer sign shape outline, your cut outs will automatically be performed...
Great suggestion - been asking for that myself. Just today I manually created continuous vectors and assigned the 3/8" straight bit to carve out a pocket.
