there is loctite holding set screws in the bit holder. if you heat up the holder with a candle, then try and get the screw out, it should come out fairly easy. if your set screw head is too...
do you get any "wiggle" in your bit after it's cocked (while sitting idle)?
put your finger on the end of the bit. there should be absolutely no play. if there is play, try recocking it a few...

i have no idea about your mpc problem though.
the sand paper belts can be purched by calling carvewrite. they are $9.99 each. they last a long time as long as you run the machine properly. every once in a while one of the belts may drift one...
