Pointer tool not working properly

Every time I try to select my pointer tool the rotate tool is selected instead. In fact, the rotate tool icon is on the screen any time I'm not using another tool, whether paint, blur, erase, or carve, etc. Any ideas about how to correct this??? Thank you.

I have had to click on one of the other icons, like the circle tool, before hitting the pointer tool to get it to deselect the rotation.

I always select the Pan Tool icon first and then the Pointer Tool icon. Work every time!
