bit not going all the way down to the bit plate

I am trying to carve the coin bank pattern , when it comes to load the cutting bit it will not go down and touch the bit plate and when it comes back to key pad side the bit will not go down and touch the board. Any ideas ? This is the same machine that I had to low head pressure but was able to get it back up to 80 lbs.

Reformat the card.

No 2 different machines with different problems

There may be something physically blocking it like a cable.
