is there a way through the software to make a perfect fillet between two lines? Something more programmatic rather just popping in an arc and "eye balling" it to make the ends of the curve tangent to the lines?

I may not understand exactly what your asking,
But are you using the snap to Grid option in placing the ends of you Arc?
I do and it works for me.

Designer will give you a very small fillet when adding shapes or boxes about 1/16" on the project board, anything larger will need the fillet in the inported design and is best made in your solid model.

The idea of a "auto fillet button" in designer is a good one! Make sure you post the idea in the software wish list sticky.

If that's the type of fillet you need (like the pic LG linked to), try using the Draft Feature - it will "blend in" objects to the surface somewhat. Not exactly the same as a fillet feature, but it might get you going for now.

I think Draft is more like a bevel from 2 surfaces. All Draft would need was a set mid point and it would work.

Assigning a 2D pattern to a bevel is something to mull 2..
