OK I've searched for how to carve and domed bottom region or a dished out area or region with no success. I am trying to dishout a 5" circle and also a 4" x 6" Oval that will be "0 in" depth at the outter edge and 1/2" depth at the center how do we do this? What exact dome setting do we use to create this effect?

Try these. Hope they help you out. The round dish is courtesy of go3d.com, it is free on his site, you need to invert it. The oval I don't remember but thanks to who ever posted it. Wait a minute, maybe I made that one??? Nope must have got it here.

Looks like the oval will work, However the dish one seems to be flat on the bottom with only the egdes cupped I am looking for a equal depth dome

that is somwhat what I am looking for however the circle seems to be .25 on the edge and .5 deep at the center I need it to be 0.0 on the edge and .5 in the center. how do I do that?

Next step in the process is to place a pattern on this region and merge it to conform to the dome. Could you include this or is it the same as the "merge pattern tutorial?
