Plastic panels

I am trying to make body armor for a project to hopefully come to an eventual prototype phase. For now, however, I need to create the armor panels in plastic to be coated in kevlar wrap with resin for strength (I already have those skills in hand). Is there a suitable plastic that is not too expensive that can be carved this way or should I use a method that I previously read here about making molds out of whatever I send through the CW ?

I know it is used with CNC machines and seems strong and light. I believe it is much cheaper then other products of this type. Oh and I know not what you are looking but for others reading great for sign making.
