Problem w/layout copy-paste

I'm trying make numerous plaques across a board and when I copy-paste, the pasted item will only allow a move vertically and won't allow me move it to the right. Do I have something locked?

Layout already allows for the 3.5" at each end

The word on the top is set to center Horizontally.
Turn that off
