Picture frame with lip

I am sure there is a way to do this but have not been able to find information on how to do it.
I want to make picture frame with lip for picture to set down into.
I can do it with a carved region and then a cutout, but can I do it without carving whole cutout area.

You can do this by using the Pocket Cutting technique. Do a search on You Tube for "Making 8 by 10 picture frame by Steve Nelson46". He explains it very will.
