Top of machine moving uneven up and down

In just the past 2 months I have noticed when cranking the handle the head moves uneven up and down. The frame (four posts seem to be racking. I noticed the post on the back right side (looking at the machine with crank handle on the left) comes all the way out when changing the sandpaper belts. Did a bolt fall out and that is causing the unevenness? Thank you.
