Applying material

Is it possible when using the "apply material" to be selective in where on your project it is applied.
For example, make a circle and put another circle inside it. Can I apply a material texture to the outer ring and not the center ring?
I've tried it a couple of ways without success but I'm probably missing something.

Try "clip carving" on the outer circle to see if that works..

I believe the inner circle has to have a carve region applied to it, even if the depth is then changed to zero.

I already had a carve region applied to the areas and now that I know what clip carving means it will be very helpful in the future thanks Floyd and Connie.
