How do you make a ring to place on your carve region, so that the inside and outside of ring are at carve region height?

It is not clear to me what you mean. Do you just want a thin, flat "washer" like carve on your carve region?

Try this:
Draw three circles
Center each
Select the outside circle, make it a carve region, depth 0.5
Select next inner circle, make carve region depth 0.125
select inside circle, make carve region 0.5
Select inner circle and next outer circle, group them
Within the group, select the outer circle, merge subtractive
I think this is what you want.

A simpler way to make an annular carve region is just to make two half rings.
