Non Connected Paths

Trying to put together a text on text design, but am having some issues with some cutouts between letters.

Some appear to be paths that aren't connected, so I can't make it into a cut path, and some appear to be connected, but "cut path" button is grey'ed out when I select the paths.

Any help is appreciated!

This is a typical problem when outlining bitmaps. Some paths do not end up closed. It sometimes works to change the scale before outlining. The last resort is to manually draw the curves which did not close.

I deleted all your paths then selected the 3 lines of text and outlined them. Most everything them cut out, like the inside of the first "O", but some didn't like the "K" to the "N" below. the ones the didn't work you will have to draw and choose a bit, but remember to leave a tab (leave gaps in the lines you draw) and draw inside the lines because you can't inset.
