Part Id help?

Changing my sandpaper belts and found this piece of rubber located by the brass tracking piece.
Could someone tell me what it is and where it goes? It may not even go to the machine.

I found it.
Finally found the name in the drawings and searched Board Tracking Encoder Damper and found where it goes.
