Replacing the Y belt

How do you remove the two teeny screws the hold the clamp in place without stripping them?

Most times it is the right tipped screw driver so that the tip does not slip in the screw head and causing it to strip out. I am guessing that the screws have Loctite on them.

A pencil torch may be able to heat the screws enough to loosen the loctite.
