cut motor surging ,stopping , starting

my cut motor is surging, stopping then starting while the bit is being moved across the project. the machine doesn't seem to know that the motor is not cutting and proceeds as if it is still carving.

any ideas or a point in the right direction would be appreciated.

It could be the motor brushes, X termination board, loose wire connection, something else running on the power circuit while the machine is running.
