Placement of a project on centered on the board

attached is pic of 10" carve area that I need to place on a 24" x 14" board, it needs to be placed on vertical center, but 4" from the top.
what are the steps to place it correctly? What are the control points? there 2 rect., 1 is the overall boardsize and other is the 4" area from the top.
Any help would be great.

Right click on the carve region and select "Center: Vertical. Then right click on the yellow handle in the center of the left side and select "Attach" Move the mouse until the attachment shows on the left edge, left click, type the distance and press "Enter". To remove the attachment, right click on the yellow number and select "Remove Attachment". If you try to edit it without removing it first you will change the dimensions of the carve region.
