Mystery Part

So I am in the process of replacing the sandpaper belts with rubber belts. As I was lifting off the left side panel the piece in the attached pictures fell on to the floor.
I have no idea where it came from or belongs. Anyone recognize it? I'm stumped and really want to solve this so I can get back into the game!
Any help would be greatly appreciated.

Is it vital to be on the machine or can I leave it out?

I have been living without it for a long time in my main machine. I do not regard it as an essential part.
