Required Diameter won't change

It worked correctly in a previous version, but that was over 3.25 and I need under 3.25, so I redid the STL conversion then copied and pasted all the rest from the working version and adjusted it. This one stays at 4.5 required diameter. What am I missing? (note: I also used extruder on this for those looking at this.)

I get required diameter 3.132". What version of Designer are you using?
