My first photo scan

If you notice there are a few small holes or divots in the picture, when I looked back at the picture
they were black dots on the picture.
My first question when I scanned the pic , what type of pic, Jpeg, bitmap, or something else should I select?
Is there a way to edit out the divots ?
attached is the pic, could someone edits out the dots, if possible .
Any advice would be great.

I played around some. In and out of a few programs. I left it as png in case you or others want to play some more.
