Perfect puff

Is it possible to have a perfect puffing effect. Here's an odd shape just to show you what I mean. The puffing option never covers the whole area evenly. I would appreciate any suggestions.

Try tilt to lift the low part? I have done it also buy making the region bigger, puffing, creating a pattern, and then cutting the pattern down.
