I am carving a plate what is the easiest way to cut around a circle pattern?

For the cut out of the plate? If so a cut path.

Select the pattern and then from the tools menu select "Outline Pattern(s)". That will create a "Path" around the pattern. Select the path and again from the tools menu select "Cut Path". You can flip the cut from the inside to the outside. Also, depending on the thickness of the material, it is probably wise to set the maximum pass depth to about .25".

With a pattern that carves to zero on the perimeter one might use piercing and put in one's own tabs instead of using a cut path. A plate seems like it could be such a pattern.

Is the plate a double sided pattern? You really should have posted the plate (or an example of what you want to carve) .
