Need help with a pattern

I am able to make the $" circle and the first lip but everything else in the center i lose.

Try moving your thinking away from the Carve Regions as your option.
I see this as only using concentric circles using straight bits, probably larger than the 1/8".
I would make the MPC 2-sided, with the 1/16 bit used on the back just to make a "pilot" hole which I can finish on the drill press.
