head won't completely lower

I looked in the trouble shooting section, and maint. section but can't find this listed. My problem is the machine will lower to the board but does't do the ratcheting sound. the machine is clean and well lubed and I'm not sure what to check next. I hope I'm not overlooking this in the maint section. Thanks in advance.

Make sure the head is level. Check the underside of the machine for the cross connect gears to be clean. And you said NO Click... There are a bunch of old posts on cleaning the crank.
