While our power was on/off/on/off......off/on tonight during the second day of an ice storm I was playing with surfaces, textures and merging on the laptop. It's really pretty amazing what you can accomplish. You cannot do a surface and texture on one object but you can copy an object, move it to the same location add a surface to one texture to the other, get the merging set just right and you have a texture on a surface. I attached the file I was playing with. Try changing the various merge settings and see what happens, pretty neat stuff.

Jeff - something to think about.
If you were to design a texture as a greyscale pattern and import it, it then becomes an object in the patterns library.
This could then be used via an "additive(?) merge" to produce a textured surface on any other object.
If your design had gaps in it where you didn't want the texture, a copy/outline then texture should be the route, I think.
Over to you to fill in the details :D
