Z Axis stall error when routing edges only happens on 3rd pass????

I have been trying to route edges both on the edge of the board and in from the edge of the board and all works great till the 3rd pass. As soon as it touches the board the 3rd time it gives me this error. It does not matter if it is with the grain or against the grain. I have my max depth set at .15 per pass with .45 being the total depth on a .75 board.
Would love to get this figured out.

Check the Z rails for something causing the Z truck from going down further.
Alternatively, chuck the bit a little bit longer.

I never thought it would be that since the Z rail can go further down but will make the bit longer and see if that works.
