Can't find certain functions

I am running Vista and so far all is going well except that I can't find /operate certain function in designer as they are outlined in the help section.

1. I do not find the Copy Offset Function or Icon. Was this function replaced/deleted?
2. Icons, function rotate 90CW/CCW 180 etc. not highlighted/functional (project is highlighted)
3. Can not find the Line Orientation submenu when right clicking on a segment. Set Horizontal, Verticle, Angle, None.
4. Can not right click segment and get submenu for attach, remove, intersect.
5. Can not right click segment and get submenu for normal, spline and tangent.

6. I don't trust Vista.............

1. Make sure you are using the latest version of software. HELP - CHECK FOR UPDATES in Project Designer
2. Make sure you have installed using the "Run as Administrator" as outlined in installation instructions in the LearningLab.
3. Go to VIEW - TOOLBARS and make sure the Layout Toolbar is selected.
4. Make sure the element you have highlighted has those functions available to it.
5. Call customer support at 713-473-6572, if 1 - 4 doesn't fix the problem.

6. I don't care for Vista, but I'm not sure that is the issue.
