Henry, the qickest resize program that I know of is the Microsoft Office Picture viewer but this program is very limited in what it can do. If you are software savy or learn quickly Get Adobe Photoshop, if you can''t afford that you can get Adobe Photoshop Elements it is very user friendly and give a lot of versatility. Another option would be the free program download Gimp at www.gimp.org. It is very close to photoshop and best of all it is free.
