How do I get CW to only carve a picture I import and not include the region with it.

2 ways... Try to lower the image to eliminate the background before you save it.

Try to remove the background from the picture with photo shop before you move it to designer.

Sometime you will still use the Design Editor, after you have used the Adobe (or other editor) to prepare your photo.
