I don't know if it is the best way but I used the smudge and blur tools in PhotoShop on the the right leg.

I try to use the smudge tool keeping the strokes flowing as natural as I can and follow up with the blur tool in a circular motion.

I'm sure there is a better way.

I've been looking on ebay at Photo Shop. Is the extended vers. jsut an upgrade where I would need to have a previous vers or could the extended vers be purchased and used without a previous vers on ready on my computer?

You can buy it as a upgrade or as a stand alone product. Just make sure that if you don't currently own a copy of Photoshop that you are buying the full install.

I do not have the original file so i can not, but it a simple thing to do.
all my renderings before i owned the STL converter where made in the format. 2k x 2k 32 bit PNG or BMP 24.

From what i am seeing the girl in the photo is incorrectly saved in 256 color gif. hence the stair stepping. if possable save out as a 32 bit PNG large formant.

I got ya. I was hoping that there was a way to savage what he had without a lot of work.:-D Is there a better way to fix the posted photo other than alot of brush work?

No I do not think so if it is a 3D rendering it would be better just to tweek the model and save the image..

Here is a rendered 32 bit PNG image you will notice the backdrop automatically removes when loading into Designer. This is due to the extra 8 bit alpha channel of the image TYP or Designer is forcing color zero.. :)

Note: I reduced this image so it would fit here for discussion , the original one is even smoother on the eages @ 2000x2000.

I need a good program to photoshop anime. Which program would be the best? Some one told me that Adobe Photoshop works, is that true? If so which one should i purchase? What other photoshop programs work?

There are many, some that are like Gimp are free (which Gimp is worth downloading). But Adobe Photoshop is the cadillac in my opinion. It's possibilities are endless.

3D is more about aspect ratios and no so much DPI.

DPI is a print term. Designer is 128 ppi(pixels per inch) for importing patterns, so it does not matter what you set the dpi at when you save a .PNG, as Designer will override it.
