Head Lockdown Lever

I received the machine last Friday, and all is going well except...

I can't budge the big red lever. Staring up into the mechanism with a flashlight, nothing even tries to move when I pull on it. I've carved several projects, and it hasn't seemed to matter, but I'm a little worried. Anybody else have this problem?
