If thats the rosette from the basic library, you can just invert it to make it raised.
Is that what you mean , is it concave now when you cave it?

Play with the Rosette, in your library, and a "Carve Area".
From what I can see the Rosette is recessed/inverted within the box. If that is what you are looking for , you may need to design 4 carve areas to surround the rosette so you have the raised box remaining.

This should be fairly close. If you need the petals to come up more to a point, just let me know.

to your question is that you can't do that in designer thats why everyone else is using photoshop, corel draw etc. to make "patterns".

Actually Tim, it can be done in Designer with a little patience. Did this over my morning cup of coffee. Roughly 45 minutes. I didn't spend the time to align all the petals "perfectly" but you can get the idea.

Drew the first petal with lines and arcs and applied a Horizontal dome surface. (Lines at 9 degree angles)
Made that one petal a group and used the "Make pattern tool" to make a pattern.
Then just set the pattern at + and - 18 degree's all around.
Center circle is just a double dome surface.

Designer is actually quite capable with a little imagination and math...LOL
