Make a contour or taper

Hi, I am trying to carve a mini surfboard out of pvc foam, and I want to contour the top from the center to the edges, I have seen a couple of threads (one is about making guitar neck) about this but still I dont understand how to get the arc tool, or straight line tool to let you work on the end of the board. so you can see the contour,, can anyone help me with this,

Draw your outline of the surfboard then select the Vertical Dome. I used an oval image.

look at this mpc, and see if it's a start,

Roll it a round on the screen to see the contour or taper
